The City Administrative Office consists of several departments.
These departments are General Administration, Deputy City Clerk,
Finance, Utility Billing, Planning/Community Development,
Economic Development, and Human Resources.
General Administration consists of the General Management of the
City and is responsible for the general and legal services provided
to the City.
The Deputy City Clerk is responsible for the records management
system of the City as well as providing election services and has
custody of the City Seal.
The Finance Department is responsible for all financial management
services and activities provided by the City. This includes payroll,
accounts payable, business license, fixed assets, and general
accounting and auditing of the City.
The Utility Billing Department is responsible for starting new
utility accounts, billing accounts, processing utility payments,
and answering customer calls and questions.
The Planning/Community Development Department also includes the Code
Enforcement and Building Departments. The Planning Department is
responsible for processing zoning requests, conditional use permits,
site plan reviews, subdivision work, tentative and final maps,
annexation requests, and environmental impact reports. Code Enforcement
is responsible for enforcing Municipal Codes, which includes identifying
and correcting violations of the Municipal Code. The Building Department
is responsible for building permits, plan check, and building inspections.
The Economic Development Department is responsible for economic growth and
development, Low and Moderate Income Housing programs (such as the Senior
Housing Paint Program, Home Buyers Assistance Program and Senior’s Housing
Rehabilitation Program), Economic Development Administration Grant building
rentals, and the Revolving Loan Program.
The Human Resource Department is in charge of employee recruitment, selection,
retention, benefit administration and all other personnel related business.
