Notice of Public Meeting for Discussion of Possible State CDBG Application
NOTICE IS HEREBY GIVEN that the City of Coalinga will conduct a public meeting on March 19th at 6pm, at the City Hall located at 155 W Durian Ave., Coalinga, Ca 93210, in order to discuss possible applications for funding under the State Community Development Block Grant (CDBG) Program and to gather residents’ ideas for possible activities to be included in the application.
The City of Coalinga anticipates submitting an application during the next CDBG program year. The City
of Coalinga has or anticipates receiving approximately $900,000 in CDBG Program Income.
The purpose of this hearing is to review CDBG eligible activities and collect residents’ views on housing
and community development needs (which includes services, facilities, and/or infrastructure that will
improve livability within the community). The following information related to the project is available at 155 W Durian Ave Coalinga CA, 93210
between the hours of 7:30am-5:30pm on Monday –Thursday or by emailing the contact listed below:
A. Amount of funds available and range of activities that may be undertaken.
The City is eligible to receive a maximum of $3,000,000 in CBDG funds for projects that will benefit low-
and moderate-income persons. Range of activities include housing projects, planning projects, and
B. Information on proposed project(s).
The City is requesting approximately $900,000 in funding to pay for the installation of 2,940 feet of 8-inch
C900 PCV potable water pipes.
The proposed 8-inch C900 PVC water main will begin at the existing water main in N. Hayes Street and
extend approximately 1,400 feet east through the alley between E. Harrison Street and E. Hoover Street
to N. Garfield Avenue. The main will then turn south along N. Garfield Avenue and extend approximately
910 feet to E. Polk Street, where it will connect to an existing water main.
Approximately 180 feet south of the alley along N. Garfield Avenue, a new 8-inch C900 PVC water main
will tie into the proposed 8-inch water main and extend approximately 630 feet east into George E.
Olson Memorial Park. The project includes the installation of the new water service laterals up to the existing residential water
meters and the installation of new fire hydrant connections. Work also includes installation of valves,
fittings, connections to the existing water system, abandonment in place of the existing 6-inch and 8-
inch water mains, and implementation of traffic control as required for construction operations.
C. Estimated amounts of funds proposed to be used for activities benefiting persons of low- and

D. There are no plans for minimizing displacement of persons as a result of activities associated with CDBG funds and plans for providing assistance to persons displaced as a result of CDBG- funded activities.
Displacement of persons will not be an issue for the Project. The water line that is to be replaced currently
exists underneath an active roadway. No expansion of infrastructure or additional construction will take
