Mission

The Mission of the City of Coalinga is to provide for the preservation of the community character by delivering quality, responsive City services in an efficient and cost-effective manner, and to develop, encourage, and promote a diversified economic base in order to ensure the future financial stability of the City for its citizens.

Envision Coalinga 2025

As part of the City’s 2025 Strategic Planning Session, the Council and Executive Team outlined a vision for Coalinga’s future with specific focus areas including infrastructure, economic development, public safety, communication, and quality of life. A key outcome of this planning effort was the creation of the “Envision Coalinga” framework, a comprehensive approach to advancing strategic priorities across departments.

City Projects & Initiatives

The City of Coalinga is actively advancing a range of projects and initiatives aimed at improving infrastructure, community engagement, public safety, and city operations. Below is an overview of current efforts across key focus areas.

Capital Improvement & Infrastructure Projects

Major infrastructure upgrades are underway, including:

• Installation of a citywide access control system

• Rehabilitation of City Hall and the Police Department

• Landscaping improvements at various city facilities

• Completion of the Derrick Reservoir project

• Updates to the City’s ADA Transition Plan

• Solar installations at the Water and Wastewater Treatment Plants

• Rehabilitation of the Fire Department exterior

• Backflow enclosure installations

• Center median and valley gutter improvement projects

Community Engagement & Events

City staff are preparing for several upcoming events and projects that promote community involvement, including:

• National Night Out on August 5, 2025

• Wings Over the Westside Airshow on September 27, 2025

• Final design of the outdoor food court

• Installation of new decorative street banners

• Planning of the Ramsey Splash Park for 2026

• Development of a citywide team-building event and employee appreciation ceremony

Public Safety & Emergency Preparedness

Efforts to enhance public safety and emergency readiness include:

• Implementation of CivicReady for emergency alerts

• Installation of a generator at the Fire Department

• Procurement of a mobile command trailer for the Police Department

• Remodeling of fire service facilities

• Updates to the Animal Control Ordinance

• A feasibility study for enhanced fire service capabilities at the Coalinga Airport

Technology & Administrative Modernization

The City is modernizing internal operations and resident-facing services through:

• Redesign of the City’s website and integration of a chatbot for improved public access

• Implementation of NeoGov for human resources and OneMeeting for agenda management

• Introduction of AI-assisted building plan checks

• Expansion of virtual and credit card payment capabilities citywide

Employee & Organizational Development

Projects aimed at supporting City staff and enhancing internal processes include:

• Launch of employee appreciation and recognition programs

• Expansion of employee education on benefits, retirement, and wellness

• Updates to financial management policies related to reserves, purchasing, travel, and decentralization

Housing & Economic Development

The City is committed to long-term community and economic growth through:

• Construction of three accessory dwelling units (ADUs) to support affordable housing

• Continued pursuit of economic development opportunities in alignment with the City's strategic vision
